Shanxi local authorities: Producers to be involved in off-peak operational plans during 2019~2020 winter are: iron and steel making, nonferrous metals, coking, chemical industry, building materials (brick and tile, fire resistance, ceramics, lime, glass, cement clinker and grinding station), and casting – producers who discharge emissions during operations. In cities, where air quality has not yet improved according to schedule, producers with large emission discharges located in the same area will be classified within the scope of the off-peak operational plan. The overall principle is to keep the total amount of industrial emissions lower than the increment coming from residential heating throughout winter. The focus of the off-peak operational plan will be on producers with heavy emissions and pollutants. A differential implementation approach for each individual producer shall be taken instead of a ‘one fits all’ approach.
