Despite the Ministry of Ecology and Environment (MEE) having not made any announcements, there is heightened speculation that massive production cuts/restrictions will prevail in northern China prior to the National Day Holiday period. (1st ~7thOctober).
During commemorations of the 70th anniversary of the victory of the Anti-Japanese War in 2015, Beijing, Tianjin, Hebei, Shanxi, IM, Shandong and Henan were required to implement intensified emission reduction measures. It is expected that same measures will apply for the 2019 National Day Holiday.
In 2015, the Jingjinji (Beijing-Tianjin-Hebei) production restriction area included 28 cities with air pollution transmission corridors, including:
The municipality directly under the Central Government (Beijing, Tianjin),
In Hebei: Shijiazhuang, Tangshan, Langfang, Baoding, Cangzhou, Hengshui, Xingtai, Handan;
In Shanxi: Taiyuan, Yangquan, Changzhi, Jincheng;
In Shandong: Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou and Heze and in Henan: Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo, Puyang.
Most of the above areas are located to the north of the Yellow River. It was recently reported that in order to ensure air quality during the military parade period, some producers in northern China will spontaneously limit emissions by suspending part or all of their total operations, in the area covering the northern region of the Yellow River.
One Hebei producer revealed that several cement producers around Beijing, Tianjin and Hebei have worked out a maintenance plan to occur during the National Day parade period.
