Liaocheng Shandong declared an air pollution ‘Red’ alert (Level I) on 20th December, with the date of alert alleviation and cancelation yet to be determined.
During the red alert period, ‘A’ grade local primary aluminum smelters are exempted from production cuts, ‘B’ grade smelters are required to cut operations by 20% and ‘C’ grade smelters must cut by 30%. According to a SMM survey of local producers, the policy will have limited impact on local alumina refineries and primary aluminium smelters, but is having greater impact on cement producers.
