NDRC
The NDRC (National Development and Reform Commission) recently released the “Industrial Structure Adjustment Guidance Catalogue (2023, Draft)”, comprising three categories: encouraged, restricted, and to be eliminated.
Relevant aluminium projects in the “restricted” list of the 2023 draft include:
- New projects and expansion primary aluminium projects (except for capacity replacement projects with production quotas)
- New projects and expansion alumina projects which use diaspore for alumina refining
In the existing ‘Industrial Structure Adjustment Guidance Catalogue (2019), all primary aluminium projects are restricted (except for capacity replacement projects with production quotas). All magnesium smelting projects (except for technical upgrades and comprehensive utilization projects with advanced energy conservation and environmental protection techniques) are restricted, while in the 2023 draft, only “New projects and expansion magnesium projects are restricted (with the exception of comprehensive usage projects).
